HOA Meeting Minutes

April 28, 2023

Elk Ridge on the Lake HOA Meeting

  • Jim Ulrich called the meeting to order at 7 PM at DJ’s Dugout (192 and Maple)

  • Board members present were Steve Kidder, Jim Ulrich, Stan Wagner and Rick Evans and they introduced themselves.

  • Jim began with a discussion of SID vs HOA responsibilities

  • SID update

    • Street repairs will be done again this year

    • Last year $55000 was spent on concrete and $30000 on patching

    • Taxes- Mil levee went down 3 straight years, but will not go down this year due to bond interest going up. Bond will be paid off in 10-11 years.

    • The city will most likely consider annexation when we are at 10% valuation

    • Jim states the SID board desires to continue as a SID as long as possible and todo repairs ahead of annexation as the city services are less desirable than what we are getting now in the way of street repairs and garbage service.

    • Our taxes may decrease when annexed.

    • The SID has contacted the city about contributing to a path around the lake, but has not heard back. The SID board feels contributing 1/3 of the cost would be fair.

        • Further questions about the SID financials can be answered by looking at the public record.

HOA Information

-Neighborhood Cleanup scheduled for May 6 at 8 AM

There will be a dumpster near the bridge going to the walkway to the high school for any homeowners use to clean up.

Bridge work will be again be done this year to replace worn boards.

Brush clean up along the walkway will be done and access behind the fence will be secured from the high school to do this more effectively.

Anyone wishing to help, join us at 8 AM that morning.

Any other clean up residents are desiring to do such as trash pick-up the dumpster is available for use for that as well.

Future HOA projects

2 Islands were worked on last year. This year bids are being taken to update the larger one south of the waterfall.

Waterfall Repairs being considered-

To redo would cost over $100000. So desire is to maintain as best as possible at this time. This year the rocks and shrubs will be cared for. If anyone desires to remove iris from the waterfall they may help themselves.

Questions and concerns on cost of water and electricity were answered. Concerns over liability were also raised. We do have liability insurance on this.

Lanoha takes care of all sprinklers, waterfall, tree trimming, parkway grass and weed control. The cost is $5100 per month for 8 months per year. All other bids taken for this year were substantially higher so it has been decided to continue with Lanoha.

Lanoha does not do snow removal and JIm has contacted many companies to do this, no company is interested in this. It is for the sidewalks along the parkway, down to the lake and up to the school. If anyone has suggestions for next year Jim would appreciate the help in securing a company to do this. The sidewalk at the lake is the city’s responsibility.

Future Developments around the community.

A short discussion on the future traffic issues that may come up as the land west and north of us is developed.

Home Ownership Expectations

Discussion on care of individual properties was had. Steve Kidder suggests taking the step of taking directly with your neighbors first, then contacting the HOA board to have a letter sent. The discussion was that in the larger HOA there is little recourse to be done as the covenants lack authority to impose any fines or other recourse. Discussion on  updating covenants was held. Anyone interested in working n these should let Jim know as a subcommittee has been formed to work on this time consuming job.

Liens are placed on homeowners who do not pay their dues. The board does this. This is one of the only covenants with any recourse at this time.

Other neighborhood issues were discussed:

-Garbage cans being left out, boats in driveways, vehicles left unattended and unmoved for days/weeks and the golf cart driving by youth. The later issue should be reported to the Douglas County Sheriff as this is a more than a HOA violation. Use of speed bumps to slow traffic was also brought up. This can not be done as Elk Ridge Drive is an emergency router for the high school and senior living.

-The damaged street light along Elk Ridge Drive has been reported to OPPD. Time estimates were 1 month to fix.

-Weeds on park way were discussed. Jim states Lanoha sprayed 2 times last year and he will ask for that to be done more this year.

-Dog waste. Pet owners are reminded to pick up their pet’s waste when walking their pets. Discussion on getting a can with bags along the path was held. There were volunteers to empty the can into their trash if this was set up.

-Arrangements are being made to repair mailboxes that have been damaged.

-Lot 19 in the villas remains an issue. The owners are not paying HOA dues and there will be a lien against the lot as needed. Maintenance of this lot is of concern as well.

-Rick Evans reminded residents to slow down around the Lanoha trucks and workers.

Meeting was adjourned at 8:05 PM.
